Operation Context

With nearly 400 occupants per day, the headquarters of the Caisse Primaire d'Assurance Maladie (CPAM), located in Annecy and built in 2003, is a modern building with low thermal inertia.

 

As part of the CUBE energy savings competition in 2022, the building installed a building management system (BMS) that refined and optimized key energy settings. Throughout the competition, the headquarters also emphasized the importance of social dialogue: mastering the BMS alone is not enough — engaging all employees in energy-saving practices is essential.

 

Through these combined efforts, the CPAM headquarters achieved a 46.2% relative reduction in energy use over the competition period, equivalent to 145,838 kg of carbon emissions avoided. The building has continued to see large reductions.

Efficiency Investments

  • Installation of air circulators to improve comfort in the summer while limiting set temperatures.

Technical Optimization

  • Installation of a building management system (BMS) in 2022 to control and manage equipment. 
  • Regulation and optimization of heating and cooling temperatures (19°C in winter, 26°C in summer). 
  • Heating automatically turned off in rooms by default, turned on when occupancy is detected. 

Use Sufficiency

  • Establishment of a Sustainable Development Group, composed of volunteers, general services, the communications department, and the HR department. This group serves as a key liaison for the initiative, enabling internal feedback to gather ideas and assess current practices.​
  • Dissemination of information through a dedicated internal discussion forum. 
  • Support from management and the CPAM at the national level including regular awareness campaigns by the National Health Insurance Fund (Caisse Nationale de l’Assurance Maladie) targeting all local health insurance funds (Caisses Primaires).
  • Organizing shifts for remote work to optimize the use and operation of equipment (heating, ventilation, lighting, etc.). 
  • Distribution of blankets, fleece jackets, water bottles, and thermoses to front-line staff.
